Now, straight to the point, it is TRUE that the more total ATT in your weapon, the more ATT you will gain upon star enhancing (2% of Total ATT per star up until 14 stars)
Source: I tested it
More trusted source: https://strategywiki.org/wiki/MapleStory/Spell_Trace_and_Star_Force#Stats_Boost

However, it is not necessarily to fully scroll your weapon before star enhancing it, because "The stats are updated spontaneously when there is a change in stats due to scrolls " (strategywiki). This has also been confirmed and tested by GMS players here: https://www.reddit.com/r/Maplestory/comments/4wejpr
So it should not matter whether you star enhance your weapon before or after you finished scrolling your weapon...but is it?

I have tested this in Aries on 2 dummy weapons:
-Weapon A is fully scrolled to 152 attack, next star enhancement gives +4 att
-Weapon B is fully scrolled to 149 attack, next star enhancement gives +3 att
+If I hammer weapon B and use a 100% scroll on it to gain +3 att (end up at 152 att), next star enhancement should give me +4 att, but I did not and continued to star enhance. Weapon B now has 149+3 = 152 attack.
-> I missed 1 ATT from starforce if I have done the scrolling first.
But hey, why should I worry about that? The stats from stars enhancement should update even if I scrolled my weapon AFTER I enhanced it no?
+I hammered weapon B and use a 100% scroll on it, expecting to get +4 att instead of +3 att, because my stats should be updated accordingly. BUT IT DIDN'T.
-> I ended up only gaining +3 att from the scroll, weapon B now has 155 attack.
- If I fully scrolled B before star enhancing, it will be at weapon A state, making my next star enhancement result in +4 att, end up with 156 instead of 155 after the enhancement.
(I'm too lazy to add pictures, just test it yourself it's cheap)

Why does this matter? Because it means you should spend 49b to fully dslotted and scrolled your weapon before star enhancing it, to get the optimal stats, which is pretty ridiculous for players who can't afford to do this but hey, we're all rich amirite? (no...cries in poverty...)

But that also means 'something' has been altered to not work as it should be, or at least like how GMS is...

TLDR: Star enhancing your weapon before or after it is fully scrolled DOES MATTER

Pretty sure it always is like this unlike the reddit thread at least on here. It's probably an old thing since the post is 2 years old?
