Remove Level Limit Range for Paragon CPQ

Hi, my suggestion is to increase the level range limit for Public Carnival PQ from 10 level difference, to no level difference needed like Private one.

Reason:
1. I am at p100, and it is very hard to find people within 10 level of me that is willing and able... considering Public CPQ is still incredibility buggy, even with recent fix (4/25/2019) it is still not work 99% of time, on the off chance that it does, I can't find a spare p90+ patiently waiting around to join.
2. Exp gain in CPQ is very minimal (at least that what I heard from my Private CPQ partner) so there is no need to restrict it to a level limit.
3. The perks that differentiate p100 and at least p50 or even down to p0 is Not much noticeable. And most of the time, we just participate to get Nova Coins so if you can ease up this process to allow more people at different paragon levels can participate together, it will be more beneficial in the long run.

If anyone has better suggestions to get this idea execute better, please feel free to add in.

I believe the initial plan for Paragon Carnival was not as an additional form of EXP gain, but would have a chance at giving EXP as a bonus.

The level difference can be expanded, just not removed completely, that would be completely disregarding the handicap for lower levels.

Thank you Spyro for considering this idea, and everyone for supporting its potential.

I am okay with keeping a level restriction in place, I will respect your ultimate decisions to determine what that range should be.

If it is possible, please allow the same level range limit as private CPQ so people can participate in public runs back to back after they finished their private run and make the scheduling for this content so much easier.

We will be making some adjustments to the scaling for Monster Carnival for Paragon in Project Revelry: Phase 3.
