Description of Bug: Decent combat orders doesn't seem to raise buff mastery's level by 1, despite what is observed visually. (Assume this affects the other two explorer mages as well)

As seen in the above video, I have the following sources of buff duration:
- Mechanic legion bonus (20%)
- Legion grid bonus (30%)
- Empathy (10%)
- Lv10 Buff Mastery (50%)
- Inner ability (37%)
- Prestige status (15%)
Which brings me to a total of 162% buff duration. I proceed to use echo of hero, which has a base 40min duration. Naturally, I would expect a 40 x 262/100 = 104.8min echo buff, which shows up as such at the top right corner. Next, I go on to cast decent combat orders, increasing buff mastery's buff duration boost from 50 to 55%. Echo of hero should be lasting for 40 x 267/100 = 106.8min now, but when I use it again it still shows up as 104+ min on the buff skill icon at the top right.
