Capes not being visible on my character after 2 server restarts ! !

Description of Bug (Explain the bug, How is it done, what should it really be doing? etc. An unclear description will not get the bug fixed): i dont really know how this bug came about, but i had just gotten back from a break on the game and all of the capes i was using were not working on my character i tried multiple capes some worked but it was acollective few that did here are some screenshots to show said bug:

Oh, try this, go to your equipment inventory > cash > Effect and then right click in your cape slot (it should appear green, not red)
