Blessing of Grandis (Nova) not skipping cooldowns

Description of Bug (Explain the bug, How is it done, what should it really be doing? etc. An unclear description will not get the bug fixed): Blessing of Grandis (Nova) does not skip cooldowns of any of Angelic Buster's skills that has a cooldown. I ran my skill rotation a total of 3 runs, thus it is UBER unlikely that it is bad luck/bad RNG. The skill is coded as I benefited from the 100% KB resist + some extra damage. It is only the cooldown skipping that is not working as intended.

(Flora) doesn't work fully too, it only works 100att/matt when i used at Lvl30 that buff give me around 2.1m ~ 2.8m range "I used Arcane Weapon" in 40sec. (it is even lower 10% damage.)
