Before Neo, getting to 275 was fairly easy so there was no need for party play as players could just solo ecrillas/earc with or without a kanna, and after 275 just duo paragon.
Now things are a bit different, getting to 300 is not easy and will take a while even for the strongest players out there.
Also, there are lots of big maps throughout arcane river that are not viable for training.
My suggestion is to make those big maps (Radiant temple for example) into party zone maps, meaning that exp for each additional party member will increase so that it would be more beneficial to train with a large party. This will both make the leveling process easier and more social, as well as introducing new maps to train.
This will also benefit classes that are better at mobbing than bossing and will give more demand for support classes.

Not very feasible without WIZ Edits to Map.wz.

Denied.
