Toggle/Alter Scrolling Top Bar

The scrolling top bar makes buffs harder to see and somewhat makes it harder to see boss hp bars.

We all know what it says, and I feel like no one really looks at it, except for new players and would probably better off be used for server announcements rather than blue text smegas in the chat. The message on the scrolling bar shows up in chat when people log on and off, so new players can also refer to that instead of the scrolling bar. I also put toggle in the thread title also to suggest being able to toggle it on and off like the background option.

That option only hides the scrolling message while you are logged on. Once you re-log, the scrolling message comes up again, while background view-ability is permanently toggled off.

Sorry, I was curious if it could permanently be toggled off hence why I said being able to toggle it on and off like background view-ability.

I've already responded this once on our previous forum, and I'll reiterate again:

It's not hard nor does it require an extensive amount of time to remove it every time you log in.

However, having to save the preferences for the removal of the scrolling that may seem extremely minor, isn't minor at all when it concerns the number of accounts we have and the unnecessarily excessive amount of data that adds on to existing player data.

All in all, though it seems like a QoL implementation, it's really not that necessary.
